Unfreezing without Refreezing Change Management: Dilemmatic Roles of Agents in Succeeding the Bureaucracy Reform

The implementation of bureaucracy reform in many countries continues to experience various problems, relation the system, regulations and actors. success such shows important role actors involved promoting change agendas. Studies on have covered aspects stages factors that influence its or failure. This study specifically analyses aspect related actors, namely agents management, who support reform. Departing from theory regarding agent management during process reform, data collection was conducted through in-depth interviews with a number stakeholders National Development Planning Agency, Indonesia. qualitative is processed using Discourse Network Analyzer. results show there are three roles by pushing agendas, as catalysts, solution givers helper. To improve performance their roles, at least two attributes they must have, i.e., skills behavioral attributes, which both play significant supporting
